The plans for a major development in downtown Rochester moved another step forward Monday night when the City Council voted to approve a preliminary development agreement for the proposed Broadway on Center project.

The Chafoulias family hopes to build a 23-story hotel, apartment, office and retail complex at the corner of Broadway and East Center Street across from Michael’s Restaurant. Approval of the preliminary development agreement will allow Chafoulias to finalize the financing package for the project and other details while working on a final development agreement.

The proposal calls for the city provide about $6.5 million dollars in assistance, with much of that tied the construction of a city-owned parking ramp just east of the development.
