Rochester Police Conduct Undercover Investigation

The criminal complaint against the Minneapolis man says the Rochester police investigation involved a detective posing as a 14-year-old girl on apps and websites known to be "frequented by people who solicit children for sex." The court document alleges that Bischoff sent a message to the account in June of this year and was told that he was communicating with a 14-year-old.

Meeting Arranged at Northeast Rochester Park

According to the criminal complaint, Bischoff was accused of requesting photos from the person posing as the juvenile girl and eventually asked if there was a secluded place in Rochester where they could meet to engage in sexual activities. The criminal complaint says Bischoff was arrested and his cellphone was confiscated after he arrived at the agreed-upon meeting location, which was described as a park in Northeast Rochester.
