Minneapolis, MN (MinnesotaNow) — A 37-year-old woman was shot and killed by federal agents Wednesday morning during an Immigration and Customs Enforcement operation in south Minneapolis, according to the Department of Homeland Security.

Video from the scene appears to show moments leading up to the shooting, the moment shots were fired, and what happened afterward.

The incident happened near East 34th Street and Portland Avenue around 9:40 am.

Assistant DHS Secretary Tricia McLaughlin said the shooting occurred after a member of a crowd gathered at a targeted ICE enforcement operation drove a vehicle toward agents.

In a statement, McLaughlin said an ICE agent, “fearing for his life, the lives of fellow officers and the public, fired defensive shots.”

McLaughlin confirmed the driver was killed. She also said ICE officers were injured during the incident but are expected to make full recoveries.

Video posted to X appears to show a pickup truck stopping near a stopped Honda Pilot SUV that was partially blocking the roadway. Two ICE agents exit the truck and approach the SUV, ordering the driver to “get out of the car.”

As the SUV begins to drive away, a third agent positioned near the front of the vehicle pulls his gun and fires three shots. The SUV then continues down the street before crashing into a parked car a short distance away.

Minneapolis Polie Chief O'Hara said the driver of the SUV died from a gunshot to the head.

Mayor Jacob Frey and Gov. Tim Walz are disputing DHS calling the deadly shooting an act of self-defense. In a post on X, Walz said he has seen the video and "Don't believe this propaganda machine. The state will ensure there is a full, fair, and expeditious investigation to ensure accountability and justice."

Large Federal Deployment Underway

KROC News says the shooting comes as DHS has deployed roughly 2,000 federal agents to the Twin Cities area. Federal officials say the mobilization began last weekend and is focused on fraud and illegal immigration enforcement.

DHS has described the operation as one of the largest single-city deployments the agency has carried out in recent years.

This is a developing story. Authorities have not released the name of the person killed, and additional details about the incident have not yet been made public.
