Man Discharged From Sex Offender Program Moving to Rochester
Rochester, MN (KROC-AM News) - A predatory offender who was about to be released from the Minnesota Sex Offender Program is moving to Rochester.
A community notification distributed by the Rochester Police Department today indicates 53-year-old Jeffrey David Holmgren will be provisionally discharged from the sex offender program on Thursday. The notification indicates he will be moving into a halfway house located on the Olmsted County Campus near the Rochester federal prison.
Information provided by Rochester Police indicates that he engaged in sexual contact with an unknown female child. The community notification fact sheet on Holmgren says he gained access to the victim by approaching her on a public street and attempting to drag her into his vehicle. It states that the incident was investigated by authorities in Lincoln County Nebraska.
The notification also says Holmgren has an extensive history of exposing himself to unknown females of all ages and stalking and/or harassing female victims.
Minnesota Court records show his most recent conviction in this state occurred in Chisago County in 2009. He was convicted of a felony count of harassment-stalking and was civilly committed to the Minnesota Sex Offender Program as a sexually dangerous person.
