The Minnesota House begins work on its billion dollar bonding bill this week and it includes funds for Rochester's long-planned Mayo Civic Center expansion project.  The total cost of what is also known as the capital investment bill is around $1.2 billion, with a third of the money proposed for higher education projects around the state - and more than half of that covers University of Minnesota proposals. The bill authorizes $37 million for the Mayo Civic Center project.  The House Capital Investment Committee is scheduled to begin work on the bill Tuesday.  A vote on the overall bill is

Subd. 13.Rochester - Mayo Civic Center
37,000,000
33.7For a grant to the city of Rochester to design,
33.8construct, furnish, and equip the renovation
33.9and expansion of the Mayo Civic Center
33.10complex and related infrastructure including
33.11but not limited to skyway access, lighting,
33.12parking, and landscaping. This appropriation
33.13cannot be used as the city's matching
33.14contribution required under Minnesota
33.15Statutes, section 469.47, subdivision 4.
33.16This appropriation is not available until the
33.17commissioner of management and budget
33.18determines that at least $40,500,000 has
33.19been committed to the project from nonstate
33.20sources. Amounts expended by the city of
33.21Rochester for project costs since July 1, 2013,
33.22count toward the matching requirement.
