Rochester Man Charged With Sexually Abusing Young Child
Rochester, MN (KROC-AM News) - A Rochester man has been charged with child sexual abuse.
A criminal complaint filed by the Olmsted County Attorney's Office charges 40-year-old Chamros Ouch with two counts of second-degree criminal sexual conduct. He is scheduled to be arraigned on the charges next month.
Court records indicate the charges stem from an investigation that was opened last fall by the Rochester Police Department following a forensic interview with a minor female. The victim reported that she was sexually assaulted by Ouch multiple times at a Rochester residence when she was four or five years old.
The criminal complaint says investigators also contacted Ouch, who admitted living at the residence for the crimes allegedly occurred and acknowledged providing care for the victim while her mother was away. When asked if he had committed the offenses, the court document says Ouch responded by saying, "I can't refure(sic) anything." He also told the officers that he had issues with alcohol.
