
Rochester Man Accused of Raping Juvenile Girl Pleads Guilty
Rochester, MN (KROC-AM News) - Just hours before his trial was scheduled to begin, a Rochester man accused of raping a 14-year-old girl pleaded guilty in the case this morning.
Investigation Opened on Christmas Day 2023
Twenty-four-year-old Kyle Preston Garrow was charged in January 2024 with eight felonies stemming from an investigation by Rochester police that was launched on Christmas Day in 2023 after officers responded to a report about sexually explicit messages found on a juvenile girl’s cell phone. Olmsted County court documents say a man and woman contacted police and told investigators the girl had been communicating with Garrow through Snapchat.
Girl Reported Being Sexually Assaulted at Rochester Park
The criminal complaint against Garrow says the investigation led to a third adult, who told police that another juvenile girl said she had met Garrow at a northwest Rochester park and that he had sexually assaulted her. The court document says the girl was later interviewed by officers and described how she and the other juvenile girl had messaged with Garrow and that he had supplied them with a vape pen.
Multiple Sexual Assaults Alleged
According to the charges, one of the girls met with Garrow on three other occasions, and he allegedly sexually assaulted her. The criminal complaint states that the assaults occurred at two different city parks and at Garrow’s apartment after the victim agreed to meet with him to obtain marijuana and other “products.” The court document also indicates that the two girls were linked through FaceTime on their cell phones during one of the incidents.
Accused of Requesting Child Pornography From Victims
The charges against Garrow also allege that both girls sent him sexually explicit images and videos of themselves at his request. The criminal complaint says the girls also told police that Garrow sent them videos showing him engaged in sexual activity with another female.
8 Felony Charges
Garrow was charged with two counts of third-degree criminal sexual conduct, four counts of soliciting a child to engage in sexual conduct, and two counts of possession of child pornography. Court documents also state that Garrow was required to register as a predatory offender due to a criminal offense that occurred in 2018 in Wright County when he was a juvenile.

Last Minute Plea Deal
Under a plea agreement reached just before his trial was set to begin today, Garrow has entered guilty pleas to two counts of criminal sexual conduct in exchange for the dismissal of the other charges. He is scheduled to be sentenced in July and currently remains in the Olmsted County Jail with his bail set at $500,000.
