Rochester, MN (KROC-AM News) - A man and woman were arrested following an incident involving alleged neglect of two young children in downtown Rochester Sunday morning.

Rochester Police Captain Casey Moilanen says officers were sent to investigate after a citizen reported seeing a toddler and an infant in a stroller being pushed into a pole and then out into traffic where they were nearly hit by a vehicle on South Broadway. The citizen told dispatchers the couple appeared to be under the influence of something and they had taken the 2-year-old and the baby away from the two until police could respond to the situation, which occurred just before 10 AM Sunday.

Moilanen says the mother, 26-year-old Beatriz Garcia, was wanted on warrants and could be charged with gross misdemeanor child neglect, while her boyfriend, 29-year-old Bobby Cuellar, was taken into custody for obstructing police. The two children were placed in protective custody.
