The criminal complaint, filed Wednesday in Olmsted County Court, says the incident began with a traffic stop shortly after 11 p.m. on Dec. 23. An Olmsted County Sheriff’s Deputy reported seeing a vehicle commit multiple traffic violations just east of Rochester in the area of Hwy. 14 and 50th Ave. Southeast.

The deputy made contact with the driver, identified as 31-year-old Kevin Michael Boylson and detected the odor of marijuana. The Florida man also had dilated pupils, blood-shot watery eyes and appeared disoriented, the complaint says.

The deputy asked Boylson to step out of the vehicle and Boylson responded by shifting the vehicle in neutral and revving the engine before putting it in drive and taking off west from the traffic stop, the charges allege. The suspect vehicle was then seen running red lights at Hwy. 14’s intersections with Olmsted County Rd. 22 and Marion Rd.

Other law enforcement in the area reported seeing the vehicle drive recklessly in the westbound lanes of Hwy. 14, the complaint says. The deputy terminated the pursuit after losing sight of the vehicle in the area of 11th Ave. and 11 ½ St. Southeast.

Authorities later found the vehicle unoccupied in southeast Rochester. Around 3:15 p.m. on Tuesday, a deputy arrested Boylson after being tipped off about his location and stopping a vehicle he was riding in, the complaint states.
