Level 3 Sex Offender Returning to Rochester After Prison Term
Rochester Police will host a Community Notification Meeting next week to discuss the upcoming release of a Level 3 sex offender. 33-year-old Lloyd Armstrong is set to complete his 4-year prison sentence for a criminal sexual conduct conviction and other offenses on April 15th. Rochester police he has registered his next home as a residence in the 600 block of 2nd Street Southwest.
Armstrong was convicted of the felony sexual misconduct charge for following a woman into her apartment and sexually assaulting her in 2013. He also pleaded guilty to an incident of indecent exposure and lewd behavior that occurred during a hearing in Olmsted County Court that preceded an assault on a detention deputy after he was sent back to his jail cell.
The Community Notification Meeting is scheduled to take place next Tuesday, beginning at 6 PM, at Trinity Lutheran Church at 222 6th Avenue Southwest.
