Rochester Police Finish Investigation of Crash Involving State Trooper That Killed Minnesota Teen Girl

Rochester, MN (KROC-AM News)- The Rochester Police Department has completed its investigation of a crash that claimed the life of an Owatonna teenager and involved a Minnesota State Trooper.

The fatal three-vehicle crash occurred at an entrance to Rochester's Apache Mall on the evening of May 18. 18-year-old Olivia Flores was a passenger in one of the three vehicles involved in the deadly collision. 

She died three days after the crash, just weeks before she was set to graduate from high school. Flores was among seven people who were hurt in the three vehicle collision. 

The driver of the vehicle Flores was riding in was identified as 21-year-old Angelina Bartz of Owatonna. 19-year-old Katerina Bartz of Owatonna was also riding in the Ford Focus. 

The State Trooper was identified as 32-year-old Shane Roper. He had a passenger for a ridealong who was identified as 20-year-old Peter Meyer of Zumbrota.

The third vehicle was a Toyota Rav-4 SUV that was transporting two people, who escaped the fatal crash with minor injuries.  They were identified as 36-year-old Emie Pasco of Owatonna and 12-year-old Gabriela Parker of Owatonna. 

Preliminary information regarding the crash previously released by the Rochester Police Department indicated the Focus collided with the squad vehicle when Angelina Bartz attempted to take a left turn from westbound 12th Street Southwest into Apache Mall. 

The State Patrol squad car was traveling east on 12th Street at the time. The Focus then collided with the SUV that was leaving Apache Mall and waiting to turn east on to 12th Street. The SUV ended up in the ditch. 

Rochester Police Send Findings of Crash That Killed Olivia Flores to Olmsted County Attorney's Office

On Thursday morning Rochester Police Department Communications Coordinator Amanda Grayson announced the law enforcement agency, which led the fatal crash investigation, has completed its investigation. 

Grayson says the case file has been submitted to the Olmsted County Attorney’s Office for review. A time table for a potential charging decision is not available.
