
Level One Predatory Offender Relocates to Rochester
Rochester, MN (KROC-AM News)- A predatory offender is relocating to Rochester.

Court records indicate he has a criminal history that dates back to 1983. A news release issued by the Rochester Police Department classifies him as a Level 1 Predatory Offender.
He was discharged from the State Sex Offender Program in September of 2023, according to a notification issued by law enforcement.

Level 1 Predatory Offender Relocates to Rochester
62-year-old Joe Bandy relocated to the Olmsted County Government Campus in the 2100 block of Campus Drive SE in Rochester on Tuesday, the notification says.
“Mr. Bandy has a history of sexually assaulting minor female acquaintances between the ages of 9 and 16. History of supplying alcohol to gain compliance,” according to the predatory offender notification.
Court records say Bandy was convicted of third-degree criminal sexual conduct in Hennepin County in 1999 and was convicted of attempted second-degree criminal sexual conduct in Hennepin County in 1990.
He also was convicted of aggravated robbery in 1983. Court records also indicate he was civilly committed as a sexually dangerous person in 2010.
