The criminal complaint, which was filed in Olmsted County Court on Wednesday, says the pursuit happened on Tuesday night.

A Minnesota State Trooper advised spotting a vehicle traveling at a speed of over 100 mph on southbound Hwy. 52. An Olmsted County Sheriff’s Deputy later encountered the vehicle.

The deputy spotted the suspect vehicle traveling at a normal rate of speed near Oronoco. The charges say the deputy attempted to stop the vehicle for a malfunctioning tail light when it began accelerating.

While activating his emergency lights, the deputy reported accelerating to 95 mph in an attempt to catch the vehicle. It disappeared out of the deputy’s sight around the 100th St. Northwest overpass north of Rochester and the deputy estimated the suspect vehicle was traveling at a speed of 115 mph, the complaint says.

The deputy then encountered the suspect vehicle on 75th St. Northwest. It again accelerated and proceeded towards Douglas Township west of Hwy. 52.

The complaint says the suspect vehicle flew through the township, where the speed limit is 30 mph, at an estimated speed of 115 mph, the charges say. The deputy was ordered to discontinue the pursuit, however law enforcement was able to identify the driver as 22-year-old Cruz Anthony Sneen

After escaping the deputy, Sneen called dispatch to report his vehicle suffered a flat tire, the court document says. Deputies obtained Sneen’s location and took him to a hospital after his behavior indicated he may be in a state of paranoia and possibly hallucinating.

A deputy with Sneen at a hospital overheard him tell a nurse he had taken a drug and had not slept for four days. After being medically cleared, Sneen was taken to the Olmsted County Jail where he admitted to driving at speeds as high as 160 mph earlier in the day, the charges say.

Investigators obtained a warrant to draw a sample of Sneen’s blood for drug testing. Sneen is charged with felony fleeing, misdemeanor DWI and misdemeanor reckless driving.

Court records indicate he was released without bail on Wednesday. Sneen’s next court appearance is set for next month.
