Rochester, MN (Rochester, MN) - A Rochester attorney has been suspended from practicing law for a minimum of 18 months.

The Minnesota Supreme Court today handed down the punishment to Michael J. Quinn. The suspension stems from allegations leveled by the Director of the Office of Lawyers Professional Responsibility.

Quinn is accused of failing to return a bankruptcy filing fee to a client after the client decided against pursuing bankruptcy protection. The client filed a complaint against Quinn after waiting about four years for the refund.

He was also accused of failing to communicate with another client in a bankruptcy case, who complained that she did not hear from Quinn for 19 months even though her case had been finalized by the courts. It was also alleged by the Director of the Office of Lawyers Professional Responsibility that Quinn refused to cooperate with the investigation.

There was one dissenting opinion by a member of the State Supreme Court. Justice Paul Thissen agreed there had been misconduct by Quinn but argued the punishment was too severe. He recommended allowing Quinn to file for reinstatement after six months.
