Rochester, MN (KROC-AM News) - A Spring Valley man has been sentenced to more than five years in prison for a felony DWI conviction and a hit-and-run incident that occurred in downtown Rochester last October.

Olmsted County court records detail the charges against 46-year-old Adam Lawrence Bussman, who recently entered into a plea agreement covering both cases. He was charged with second-degree assault, felony criminal vehicular operation, and two felony DWI counts after he was accused of intentionally striking a man with his vehicle following an argument.

Victim Found Under Vehicle

The criminal complaint says the victim was found under a vehicle in the 100 block of First Avenue Northeast on the night of October 13. The man was transported to St. Marys Hospital to be treated for non-life-threatening injuries.

Witness: 30 MPH Collision

The court document says he told police that he and Bussman were arguing and that, when Bussman left, he drove a short distance before putting his vehicle in reverse and backing into him. A witness to the incident told investigators the vehicle was traveling in reverse at around 30 mph.

Evidence of Drug Use

According to the criminal complaint, Bussman was later located in his vehicle, and the arresting officers observed “multiple pieces of drug paraphernalia” scattered throughout it. A blood sample was obtained from Bussman, and the court document says it tested positive for amphetamine, methamphetamine, and fentanyl.

Previous Arrest

In the previous felony DWI case, Bussman was arrested on August 16, 2025, after Rochester police responded to a report of two people slumped over in a vehicle and found Bussman in the driver’s seat with the engine running. The criminal complaint charging him with two counts of felony DWI states that he failed field sobriety testing and that results from a blood sample tested positive for amphetamine, methamphetamine, and fentanyl.

Plea Agreement

Under his plea deal, Bussman pleaded guilty to the felony criminal vehicular operation charge in the hit-and-run case and one of the two felony DWI charges stemming from his August arrest. In exchange, the felony assault charge connected to the hit-and-run and two other felony DWI counts were dismissed.

Sent to Prison

Bussman was sentenced this morning in Olmsted County court to a total of 66 months in prison. The longer prison sentence was connected to his August DWI arrest. He was also given a 23-month prison sentence, to be served concurrently, for the hit-and-run. He will also serve five years on probation following his release from prison.
