The criminal complaint, filed Thursday in Olmsted County Court, says the alleged assault happened at a Rochester hospital on the evening of Dec. 14. Rochester Police responded to the assault report on Dec. 15.

The victim, described as a transgender adult female, identified the alleged assailant as 54-year-old Frederick Howard Krueger. She told police she was assisting as security when Krueger began threatening her and calling her out by name, the complaint says.

At one point Krueger began lashing out and needed to be restrained. While hospital staff attempted to get him under control, Krueger head-butted the victim, according to the complaint.

The victim reported feeling physical pain from the alleged headbutt and suffering emotional duress from the incident, the charging document says.

Krueger was charged Thursday with a gross misdemeanor count of fourth-degree assault motivated by bias, a charge for assailants accused of assaulting a victim based on the victim’s or another’s sex or perceived sex, the court document states.
