Rochester Man Accused of Being Serial Exposer
Rochester, MN (KROC AM News) - A Rochester man who was charged with exposing himself to several people earlier this year is now facing two new accusations.
According to the criminal complaints filed in Olmsted County Court, the three incidents were reported in a two-week span.
The first incident was reported July 15th. Police were told about a man who was exposing himself at the intersection of Viking Dr and Elton Hills Dr. The second incident was reported July 22nd. A woman swimming at the Soldiers Field pool reporting seeing a man masturbating in the water about 5 feet from her. The third incident happened July 26th when several people reported a man exposing himself at Graham Park.
That man was later identified as 62-year-old Brian Refsland and he was charged in August with one felony and two other counts in that case, which is pending. The new cases against Refsland were filed Wednesday.
Refsland was convicted of an indecent exposure incident in 2003.
