Rochester, MN (KROC-AM News)- A Rochester man is facing two felony charges for an alleged sexual assault of a teenage girl.

That’s according to a criminal complaint filed in Olmsted County Court on Thursday. 

The court document says the victim, described as a 15-year-old girl, reported being sexually assaulted to a school resource officer in March.

23-year-old Justin Taylor Duangvela-Noiheaun is charged with two counts of third-degree criminal sexual conduct

The complaint indicates the alleged sexual assault happened on the night of March 6 at Duangvela-Noiheaun’s Rochester home. The victim said she had met him through a mutual friend. 

She said they were playing a drinking game with two other people and that she awoke the next morning with Duangvela-Noiheaun laying next to her.

Duangvela-Noiheaun told her they had sex the previous night, the charges indicate. The victim told police she had no memory of the sexual encounter. 

Box Cutter Assault Case

In an interview with Rochester police, Duangvela-Noiheaun admitted to having sex with the teenage girl, the complaint states. 

Duangvela-Noiheaun was in custody at the Olmsted County Jail during the law enforcement interview on second-degree assault and terroristic threats charges.

The criminal complaint in that case alleges he attacked a juvenile girl with the knife on the night of March 14. 

She suffered multiple cuts from a box cutter, including a large laceration on her right knee and cuts on her left arm in the alleged attack, according to the charges. That case remains ongoing. 

Duangvela-Noiheaun made his first court appearance in the sexual assault case on Thursday. He remains in the Olmsted County Jail on $25,000 bail.
