
Rochester Sex Offender Accused of Secretly Recording Sexually Explicit Videos of Teens
Rochester, MN (KROC-AM News)- A Rochester sex offender accused of secretly filming teenagers is now facing a felony charge.

Court records indicate he was charged earlier this year in a child pornography case. He has been in the Olmsted County Jail since being formally charged with child pornography counts in March.
The new charge against him was filed in Olmsted County Court on Friday.
Rochester Sex Offender Accused of Capturing Numerous Sexually-Explicit Videos of Teen Girl and Boy
39-year-old Larry Allen Black is charged with one count of interference of privacy against a minor.

The complaint says Rochester police seized numerous electronic devices while executing a search warrant for Black’s residence and vehicle on March 18.
Investigators obtained a warrant to extract data from the devices on March 19.
Victim Comes Forward
On March 21, a young woman contacted police saying she was concerned about being a victim of Black due to surveillance cameras placed in a southeast Rochester home that she lived in with Black from 2020-2024.
During the data extraction, law enforcement discovered multiple videos captured by the home’s cameras.

The complaint says “alot” of the videos showed the victim, who was under the age of 18 when they were filmed, changing and engaging in sexual acts with a male that was her age at the time.
Investigators found 86 video clips and screen shots of the victim. The court document also says there were cameras in the victim’s bedroom and in a bathroom she used.
Criminal History
Court records indicate Black is required to register as a predatory offender for the remainder of his life following a conviction for first-degree criminal sexual conduct as a juvenile. He was also civilly committed to the Minnesota Sex Offender Program from 2004 until 2018.
After his release from the program, Black was noncompliant with registration requirements 19 times, court records say.
Black is being charged in the hidden camera case by summons. He’s due to make his first court appearance in the new case in October.
His next court appearance in the child porn case is scheduled for next month.
