
Stadium Proposal Could Transform Rochester Power Plant Site
Rochester, MN (KROC-AM News) - A large development company that was involved in creating the Destination Medical Center master plan has approached the City of Rochester with a proposal for what city staff describes as a transformational project at the Silver Lake Power Plant site.
Concept Plans Describe Sports Stadium Anchored Development
The City Council is scheduled to vote this evening on an exclusive negotiation agreement with Landmark Development that would allow for additional studies into the feasibility of the company's proposal to redevelop the power plant site and surrounding properties as a "stadium-anchored mixed-use district." The City Council agenda says the concept "envisions a destination development that could include sports and entertainment uses, hospitality, housing, commercial space, public gathering areas, and supporting infrastructure."

Proposal Will Require Years of Study
City staff notes that "evaluating a project of this magnitude requires extensive market analysis, site due diligence, infrastructure planning, and financial modeling to determine whether redevelopment is feasible." The proposed resolution also states that, if a development agreement can be achieved, the proposed project will require years of planning and coordination before any construction can take place.

Power Plant Site Deemed Surplus Property
The report to the City Council indicates that the Silver Lake Power Plant site was identified as surplus property by the city last year. It was envisioned that an actual decision on the fate of the property would likely not occur until the 2029–2031 timeline, which would align with the extensive study needed for the Landmark proposal.

Exclusive Negotiation Period
The proposed agreement with Landmark Development calls for an initial six-month exclusive negotiation period to "perform due diligence, conduct market studies, prepare conceptual plans, and negotiate the framework of a potential purchase and development agreement with the city." The agreement does not obligate the city to sell the property, set a price for the land, approve the redevelopment plan, or commit any public financial resources.

Extensive Portfolio of Major Sports Venue Projects
Besides its involvement in the Destination Medical Center master plan, Landmark Development served as the development manager or advisor for U.S. Bank Stadium in Minneapolis and numerous other professional sports venues throughout the United States, as well as the Beijing National Stadium in China. Landmark also served as the development manager for the Essentia Health hospital project in Duluth and other large-scale commercial projects in major U.S. cities.
