Notification Issued for Minnesota Sex Offender’s New Address in Rochester
Rochester, MN (KROC-AM News)- A Minnesota sex offender has relocated to Rochester.

A community notification issued by the Rochester Police Department on Tuesday afternoon says he has been at his new address since October 28. He is classified as a level three predatory offender.
The notification says 46-year-old Justin Thurmon Keltner now resides at the Olmsted County Government campus in the 2100 block of Campus Dr. Southeast.
Level 3 Predatory Offender Has New Address in Rochester, MN
Court records indicate Keltner was convicted in a 2021 Hennepin County case in which he was accused of exposing himself in a park to a mother and her two daughters who were ages 11 and 13 at the time. He did not know the victims.
The Rochester man was incarcerated for the conviction in the exposure case in February of 2021 and was released from confinement in September of this year.
His sentence in that case is scheduled to expire next May, according to court records.
