Rochester Man Accused of Stealing Over $14k from Stroke Victim

Rochester, MN (KROC-AM News)- A Rochester man is facing a pair of felony charges in a financial exploitation case.

The criminal complaint indicates the victim had suffered a stroke and was residing in a nursing home. 

Law enforcement began investigating the case when they received a Minnesota Adult Abuse Reporting Center Report regarding the possible exploitation in January of this year.

32-year-old Atter Kulng Mogndal is charged with one count of financial exploitation of a vulnerable adult and a count of financial transaction card fraud.

An investigation by the Olmsted County Sheriff’s Office found he had been named the stroke victim’s power of attorney. The terms of the agreement prohibited Mongdal from using the victim’s money on himself, the court document states. 

Mongdal was seen on store surveillance cameras using the victim’s debit card, the complaint says. The victim told law enforcement Mongdal never bought him clothing, which he said he needed, food or items for his care. 

Over $14k Spent

The court document alleges Mongdal spent $14,375.88 of the victim’s money to benefit someone other than the victim.

The transactions ran from May 1 through December 31, 2025. 

Mongdal was charged by arrest warrant, which was served earlier this week. He was released without bail following his first court appearance and is due back in court next month.
