Twin Cities Sex Offender to Relocate to Rochester
Rochester, MN (KROC-AM News)- The Rochester Police Department has issued a community notification regarding a Twin Cities sex offender who is set to move to Rochester.
The notification was issued Friday morning. He is a level two offender.
The notification identifies the man as 39-year-old Carvell Williams. He’s been committed to the Minnesota Sex Offender Program since February of 2007 and is set to be provisionally discharged from the program on March 14.
Williams has a history of “sexually assaulting adolescent and adult female strangers as both a juvenile and adult,” the notification says.

Court records indicate he was convicted of fourth-degree criminal sexual conduct in Hennepin County when he was 19 years old in June of 2003.
The notification says Williams will reside at the Olmsted County government campus in southeast Rochester in the 2100 block of Campus Dr. Southeast.
