Man Charged With Scissor Attack in Rochester Ruled Incompetent
Rochester, MN (KROC-AM News) - An Olmsted County judge has found a homeless man incompetent to stand trial for a stabbing in Rochester last month.
The ruling came after the completion of a psychological evaluation of 28-year-old David Galvan that was ordered after he was arraigned in Olmsted Court on a second-degree assault charge. Galvan is accused of jabbing a 24-year-old woman in the back with scissors.
The victim is a teacher for the Rochester Arts and Science Academy and was with a group of students from the private school when the attack occurred. Rochester Police indicated she suffered a small puncture wound on her back and was transported to St. Marys Hospital for treatment.
Rochester Police reported dozens of incidents involving Galvan over the past two years, including his arrest last month for breaking into an elderly woman’s home and barricading himself in a bedroom.
It’s expected that Galvan will be civilly committed to receive treatment and will be re-evaluated in the future to determine if he is well enough to be prosecuted for the scissor attack.
