
Drug Raid Leads to Meth & Fentanyl Discovery at Rochester Home
Rochester, MN (KROC-AM News)- A Rochester man is facing three felonies in connection with a drug bust earlier this year.

That’s according to a criminal complaint filed in Olmsted County Court this month.
The charges stem from a raid conducted by the Southeast Minnesota Violent Crime Enforcement Team at a southeast Rochester home this past Spring.

Law Enforcement Raid of Southeast Rochester Home Leads to Discovery of Meth and Fentanyl
39-year-old Todd Michael Tlougan is charged with first-degree drug sales, first-degree drug possession and fifth-degree drug possession.
The court document says law enforcement executed a search warrant at his southeast Rochester home as part of a narcotics investigation on April 14.
Authorities breached the door then removed Tlougan from the residence, the complaint says.
In a statement to investigations, Tlougan said there were about three ounces of methamphetamine, a small amount of fentanyl, $2,000 in cash and a BB gun in the home, the charges say.
The Rochester man also admitted to selling drugs and said he had picked up a pound of methamphetamine from Minneapolis in the week prior to the raid, according to the court document.
Inside the home, investigators found 143.2 grams of meth, 2.7 grams of fentanyl, a digital scale, brass knuckles, spring-loaded knife and a working phone, the complaint says.
A search of the phone revealed messages in which Tlougan is selling drugs, the court document alleges.
Court records indicate Tlougan was convicted of second-degree drug sales in a 2016 case in Olmsted County.
He’s been charged by summons and is due to make his first court appearance in the drug case next year.
