St. Paul, MN (KROC-AM News) - A prolific car thief has been ordered to serve consecutive prison sentences totaling just over 11 years for causing a fatal crash while fleeing from police in a stolen car last year.

33-year-old Xia Her-Xiong earlier entered a guilty plea to criminal vehicular homicide and criminal vehicular operation charges stemming from the deadly crash in St. Paul on January 7, 2021. In exchange, Ramsey County prosecutors dropped another count of criminal vehicular homicide and a vehicle theft charge.

The criminal complaint says St. Paul police were able to identify Her-Xiong as the driver of a stolen car that went through a stop sign and smashed into another car broadside. The court record says the data recorder from the stolen vehicle indicated that was traveling at more than 60 mph in a 30-miles-per-hour zone when the collision occurred. The passengers in the stolen car told police Her-Xiong had been drinking and tried to speed away after he was spotted by a St. Paul police officer on patrol.

The driver of the second vehicle, 60-year-old Alison Annen, was pronounced dead at the scene. Court documents indicate a passenger in her vehicle also suffered serious injuries.

Her-Xiong and another man fled from the scene of the crash. Both men were arrested a week later. He was originally scheduled to be sentenced in March but failed to appear at the hearing and a warrant for his arrest was issued.

The criminal complaint in the case indicates he has 14 prior felony convictions. Seven of those convictions involved motor vehicle thefts.
