Police Issue Notification for Rochester Sex Offender’s New Address
Rochester, MN (KROC-AM News)- The Rochester Police Department has issued a community notification regarding a sex offender who has changed his address.
The notification was issued on Monday. He is classified as a Level 3 Predatory Offender by the Minnesota Department of Corrections.
27-year-old Patrick Alfonso Terrell, Jr. began living at a Rochester residence in the 600 block of 2nd St. Southwest on Feb. 19. His previous address was in the 1400 block of 4th Ave. Southeast.
The notification says he has a history of sexual contact with known and unknown adult females.

One case involved a woman who was assisting Terrell to obtain services and a job, and another was a woman approached by him in a public place. It also says force was used to gain compliance.
In one of the cases, Terrell was convicted of a felony count of fourth-degree criminal sexual conduct in 2019 and was sentenced to 24 months in prison.
