Rochester, MN (KROC-AM News) - It appears proposals involving a new dome to provide indoor recreation space on the Rochester Community and Technical College campus are dead.

RCTC officials have communicated to officials with the City of Rochester that pursuing construction of a new dome near the Heinz Center is not something that the Minnesota State higher education system is willing to consider. The City Council was recently briefed on several options for addressing the need for more indoor recreational space, including building a large year-round dome on the RCTC campus.

Regional Sports Complex Site Remains Possible Alternative

The other options involve constructing an expansion to the existing fieldhouse or a new building attached to the existing athletic dome on the campus. The City Council also discussed the possibility of constructing the year-round dome on the property currently being developed for the new Regional Sports Complex in southeast Rochester because state law would have prevented the city from obtaining a long-term lease for land on the RCTC campus.

Long-Term Lease Concerns Shape College Decision

That complication was addressed by the 2026 Minnesota Legislature when lawmakers approved a bill that would allow for a 50-year lease, but RCTC is now signaling that it is not interested in entering into a long-term lease. According to the message delivered to Rochester officials, the size of the proposed facility would limit the college's long-term flexibility, and a 50-year lease on a large piece of land would restrict RCTC's ability to respond to its future needs for parking, academic, enrollment, or other campus improvements.

Traffic, Parking and Growth Concerns Raised by RCTC

The message goes on to say that the college also has concerns about "broader operational and logistical impacts." Those include traffic flow, event congestion, safety coordination, and competing demands for shared infrastructure.

RCTC officials did indicate that they are open to talks about options that better align with the college's future plans. Discussions are also ongoing concerning the future of the current dome at the athletic complex in light of the college's announcement earlier this year that it was not planning to erect the dome at the end of the outdoor season this year due to financial constraints.

The Rochester City Council is expected to hold further discussions about indoor recreational facilities at its next regular meeting on June 1.
