Rochester Level 3 Offender Registers as Homeless
Rochester, MN (KROC-AM News) - The Rochester Police Department has issued a community notice concerning another Level 3 predatory sex offender who now lists his address as “homeless” in the city.
41-year-old Terry Carleton Ross was released from prison last year after serving a sentence for failing to register as a sex offender. The community notification indicates he has a history of criminal sexual conduct involving teenage girls and the use of force was noted in one case. Court records show he was convicted of a felony sex offense in 2008.
The notice also states, since Ross has completed his criminal sentence, he is no longer under supervision.
