
Rochester Motorist Allegedly Impaired When He Struck Pedestrian
Rochester, MN (KROC-AM News) - A man driving a minivan that struck a pedestrian in downtown Rochester late Thursday afternoon was formally arraigned on felony charges today in Olmsted County Court.
According to court documents, 35-year-old Darcy Travis Lewis was driving north in the west lane of 3rd Avenue Southwest shortly after 5 p.m. when his minivan struck an adult male near the intersection with 3rd Street Southwest. Rochester police indicated the pedestrian was transported to St. Marys Hospital with serious injuries, including a fractured rib and a broken nose.
Witnesses reported that the pedestrian was running across 3rd Avenue in front of a parked bus when he was hit. A video recorded by a city traffic camera corroborated the witness statements.
Officers who responded to the incident found Lewis sitting on the curb near the site of the collision. According to the criminal complaint, officers detected the odor of burnt marijuana on him. A small amount of marijuana and a partially smoked cigar were also located inside the minivan. The court document says Lewis told an officer at the scene that he had smoked marijuana earlier in the day and have used methamphetamine the previous day.
One of the officers conducted a field sobriety test on Lewis, which showed two signs of impairment. He was taken into custody and transported to the Olmsted County Adult Detention Center, where the arresting officer applied for a search warrant to obtain a blood sample for testing.
His Criminal History Includes 17 Felony Convictions
Lewis has been charged with two counts of felony criminal vehicular operation for allegedly driving under the influence of a controlled substance. He is also charged with two counts of misdemeanor DWI.

Minnesota court records show Lewis has an extensive criminal history dating back to 2008, including 17 felony convictions. The most recent was a felony theft conviction last year in Ramsey County, which resulted in a sentence of three years on probation.
Conditional bail for Lewis has been set at $25,000.
