Rochester, MN (KROC-AM News) - A man, well-known to Rochester police as a serial window peeper, was arrested early today after a local resident called 911 and reported seeing a man looking into homes in the 1200 block of 4th Avenue Southwest.

When officers arrived at the scene around 1 AM they were able to locate the suspect about a block away wearing knee pads, which along with his pants, were covered with dirt. Police Lieutenant Mike Sadauskis says 63-year-old Rickford Munger was taken into custody on interfering with privacy charges.

Munger was given a six-month jail sentence a couple of years ago after he was connected to a string of window peeping incidents in southeast Rochester. He also served a three-year prison sentence 2013 after he violated a requirement to file law enforcement as a predatory offender.
