
Rochester Predatory Offender Faces Child Pornography Charges
Rochester, MN (KROC-AM News) - A Rochester man who was previously committed to the Minnesota Sex Offender Program as a sexually psychopathic person is now facing multiple child pornography charges.
Olmsted County court records indicate 46-year-old Larry Allen Black was arraigned Friday on three counts of possession of child pornography by a registered predatory offender and one count of knowingly failing to complete his registration requirements as a predatory offender. Conditional bail for Black was set at $100,000.
Suspected Child Porn Uploaded to Google
According to the criminal complaint, Rochester police received a cyber tip on December 31, 2025, concerning suspected child sexual abuse material uploads to a Google Photos account. The court document says investigators were able to link the account to Black, and a special agent with the Minnesota Bureau of Criminal Apprehension reviewed the uploaded files and determined that 372 of them were child sexual abuse materials.
Victims as Young as 2 Years Old
The charges state the files depicted sexual assaults involving children as young as 2 years old. The criminal complaint also describes a Snapchat video uploaded to Google that cycles through a series of short videos and images, including both child and adult pornography, and shows the operator of the camera, identified as Black, performing lewd acts.
14 Year Commitment to Sex Offender Program
The criminal complaint also states that Black is required to register as a predatory offender for the remainder of his life following a conviction for first-degree criminal sexual conduct as a juvenile. He was also civilly committed to the Minnesota Sex Offender Program from 2004 until 2018.
Failure to Register as a Predatory Offender
After his release from the program, the court document indicates that Black was noncompliant with registration requirements 19 times. The most recent incident of noncompliance occurred just last month.

Admitted Accessing Child Porn
When interviewed by investigators, the criminal complaint says Black admitted that he had been accessing child pornography and had anticipated that he would eventually be caught. It also describes how he accessed the material by purchasing it using Bitcoin and Cash App and where he stored it on electronic devices.
