
Teenage Victim of Rochester Shooting Admits to Felony Gun Charge
Rochester, MN (KROC-AM News) - A Rochester man, who was scheduled to stand trial today on charges connected to a shooting outside a Rochester apartment, instead admitted to a felony charge through a plea agreement.
According to court records, 18-year-old Izayah Frazier was accused of brandishing a handgun during a confrontation outside a Rochester apartment building last May. The evidence listed in the criminal complaint was mainly derived from surveillance camera videos at the property.
The court document says Rochester police responded to a report of a shooting at the apartment on May 4. The caller indicated that three shots were fired before a black car sped away from the scene.
The charges say officers reviewed surveillance videos recorded at the site and described how they showed Frazier standing in a doorway near the parking lot holding a bag as a black car approached and parked nearby. The video then shows an unidentified man getting out of the vehicle and approaching Frazier. According to the criminal complaint, as the man bent down to look into the bag, Frazier can be seen on the video pulling a handgun from his waistband.
The court document says the second man can then be seen fleeing on foot with the bag before the black car drives away and Frazier runs back into the apartment building. The charges indicate that it did not appear that Frazier actually fired his gun, but it was likely that someone in the black car fired a weapon based on the location of the shell casings and the bullet holes that were found at the scene.

A separate criminal complaint was filed in Olmsted County Court against the alleged driver of the black car. 29-year-old Christopher Lamar Smith faces felony counts of drive-by shooting, second-degree assault, and illegal possession of a firearm by a person convicted of a crime of violence. Smith is currently scheduled to stand trial on the charges in December.
According to the complaint in that case, Frazier told investigators that he had been robbed of his cell phone and that he had agreed to pay $1000 to get it back. He stated that the shooting occurred when he met with the person who allegedly stolen his phone to hand over the cash, but instead, the alleged thief ran off with the bag and the driver of the car opened fire on him.
The charges against Frazier indicated that a search of an apartment associated with Frazier in the building led to the discovery of a so-called "ghost gun" lacking a serial number with an extended magazine in the back of a closet.

Frazier was charged with second-degree assault, illegal possession of a firearm by a person convicted of a crime of violence, and possession of a firearm with no serial number. The court document notes that he was prosecuted as a juvenile in 2023 for felony assault.
Under the terms of his plea deal, Frazier today entered a guilty plea to the charge of illegal possession of a firearm. The two other charges were dropped.
He is scheduled to be sentenced in May. The plea agreement does include a recommended sentence and says the prosecution will be requesting one but follow state sentencing guidelines.
