Lt. Malinda Hanson says the case began on Feb. 6 when the Rochester Police Department was notified of an incident involving an infant brought to a hospital for care of broken bones.
The child’s mother told police she fell down a set of stairs while holding the child. Hanson says the mother then retracted her story after further investigation.

Rochester police learned the child may have been injured while his father was dressing him at a residence in Stewartville, Hanson said.
Detectives from the Rochester Police Department and Olmsted County Sheriff’s Office went to speak with the father, who Hanson identified as 42-year-old Jeffrey Michael Phillips.
During the interview, Phillips admitted the young boy became injured while he was helping him get dressed.

Phillips then told law enforcement he instructed the child’s mother to make up a story about her falling down the stairs while holding the baby, the sheriff’s office report says.
Hanson says the infant is seven weeks old and that he was diagnosed with a broken tibia and femur.
Olmsted County Adult Detention Center records indicate Phillips was booked into jail Friday on suspicion of felony third-degree assault of a child under the age of four, felony malicious punishment of a child and misdemeanor domestic assault.
His first court appearance has not yet been scheduled.
