Rochester, MN (KROC-AM News)- A 51-year-old Twin Cities man has entered a guilty plea in a Rochester underage sex solicitation sting.

Troy Alvin Wagner was arrested by Rochester police in late October of last year.

The operation, which involved an officer posing online as a 14-year-old girl, that led to his arrest began in August of last year.

The criminal complaint says Wagner was taken into custody when he arrived at a Rochester park to meet the fake teen. Wagner had pillows and blankets in the back of the vehicle he was driving, the charges say.

The Maple Grove man first messaged the undercover officer in August of last year,according to the court document. 

He conversed almost daily with the fake teen girl until October 12 when he first talked about meeting with the undercover officer and started sending messages that became more sexual on October 14, the charges say. 

Plea Deal Terms Include Recommended Sentence

Wagner was charged with one count each of soliciting a child to engage in sexual conduct through electronic communication and engaging in electronic communication describing sexual conduct with a child. 

On Tuesday, he formally entered a plea deal that calls for him to admit to engaging in electronic communication describing sexual conduct with a child count. 

In exchange for the guilty plea, the state dismissed the soliciting charge.

The plea deal recommends a 15-month stayed prison sentence and says Wagner would be required to register as a predatory offender for 10 years. It also indicates Wagner’s conviction would be converted to a misdemeanor upon successful completion of his sentence. 

Wagner is scheduled to be sentenced in August.
