According To The NWS: Winter Is Over?

According to the National Weather Service, winter is now OVER!  Meteorologically speaking of course. The meteorological winter runs from December thru February. With that in mind, Rochester finished in the top ten in lowest average temperature, 8.8 degrees. Number of sub-zero days (47).
