Man Accused of Sexually Abusing Young Rochester Girl for 2 Years

Rochester, MN (KROC-AM News)- Local authorities have issued an arrest warrant for a Mexican national who is accused of sexually abusing a young girl multiple times over a two year period.

The warrant complaint filed in Olmsted County Court Thursday says the young victim’s mother reported the alleged abuse in early February to a Rochester Police School Resource Officer. The victim was 10 years old at the time of the report.

During a forensic interview the young girl told investigators that 35-year-old Jose Angel Montalvo-Loera began sexually abusing her when she was five years old and continued to do so until after she turned seven. She said the assaults occurred at a Rochester residence about a dozen times over the two-year period.

Court records indicate Montalvo-Loera left the country and returned to Mexico in 2017 after being charged in connection with a domestic violence incident. The Olmsted County Attorney’s Office dropped the charges in that case in June of 2021 in the interest of justice.

The young victim told law enforcement she decided to come forward out of concern for Montalvo-Loera’s children in Mexico and other children around him. The victim’s mother contacted Montalvo-Loera in early February to tell him about her daughter’s report.

Court documents say he replied "I knew one day this was going to happen but I was scared and that was in the past when I drugged myself too much and I didn’t think correctly because of my ignorance and lack of maturity and many other things. But thank God I am a new person in Christ who strengthens me. And I don’t expect you to believe me but I want to make it clear that God changes. If one asks him from the heart."

The warrant charged Montalvo-Loera with one count of first-degree criminal sexual conduct. Authorities believe he is residing somewhere in Mexico.

A dive has character. Neon beer signs and local memorabilia adorn the walls.

You might find a pool table, dart board, and a few video lottery machines.

The bartender knows the regulars by name and they know what you drink.

Some dives don't even serve food except for bags of chips and pickled eggs that sit in a jar of brine on the bar.

Dives aren't fancy. You might see 70's-style wood panels on the walls and wobbly tables leveled with a folded napkin.

Finally, the bathrooms. The bathrooms in dives are in a class by themselves and could be a whole topic on its own.

There are several small-town dives in our area with friendly faces, cheap booze with a burn, and even really good food! We use the term "dive" in the most affectionate way.
