
Level 2 Predatory Offender Relocates to Rochester
Rochester, MN (KROC-AM News)- The Rochester Police Department has issued a notification regarding a level two predatory offender who has relocated to Rochester.

The notification, published on Monday, says he began living in Rochester last week.

Level 2 Predatory Offender Has Relocated to Southeast Rochester
47-year-old Clarence Washington began living in the 1400 block of 4th Ave SE on October 15, the notification says.
Washington was convicted of having sexual contact with two known teenage girls in 2000 in a case investigated by the Red Wing Police Department and Otter Tail County Sheriff’s Office.
“Washington used attention and affection to attain unmonitored contact. He used manipulation and coercion in an effort to maintain control,” the notification says.
The notification also says he was discharged from the state sex offender program in March of last year.
