Rochester, MN (KROC-AM News)- A Rochester man who was charged in a massive meth case earlier this year is facing new charges that stem from an alleged drug deal in downtown Rochester

That’s according to a criminal complaint filed in Olmsted County Court on Tuesday. 

Rochester Police Department detectives who were on patrol witnessed the alleged drug deal on Monday.

Rochester Man Accused of Selling Meth While Out on Bail for Drug Case

54-year-old Chandler Neal Mullins is charged with one count of second-degree sales and a count of third-degree drug possession. 

The complaint says the detective spotted Mullins walking near the Mayo Civic Center. He then tucked himself in between two HVAC units where he met another person and appeared to have handed something to that individual, the complaint says. 

The person who met Mullins was then seen getting into a vehicle and driving away from the area. Officers stopped the motorist and learned he had purchased 7.1 grams of meth during his brief interaction with Mullins, the complaint says. 

Officers then located Mullins. The complaint says he saw police coming and was seen throwing an object over a chain-linked fence before trying to flee officers on foot. 

Police Find Bag With Meth After Chasing Suspect

Police caught up to and detained Mullins. Officers also found the baggie Mullins tossed. 

It contained methamphetamine wrapped in six separate packages weighing 1.75 grams each, which the complaint says is a common weight for methamphetamine sales. 

The total amount of meth Mullins allegedly sold and amount recovered by officers weighed a combined 17.1 grams, the charges say. 

Downtown Meth Bust Occurred While Mullins Was Out on Bail

Monday’s drug bust occurred while Mullins was out on $35,000 conditional bail in the drug case he was charged in earlier this year.

The complaint in that case says he sold a Rochester police informant a combined total of 1,121.6 grams of meth during the five controlled buys conducted last year. That case is still pending.

Mullins was also charged last year after Rochester police busted a massive methamphetamine operation.

The criminal complaint in that case says Mullins was caught with more than seven pounds of methamphetamine during a search warrant executed in October of 2025. That case is also ongoing.

Bail was set at $200,000 for Mullins following his first court appearance in the new case. He’s due back in court next month.
