Rochester Police – 2 Level 3 Predatory Offenders Move to City
Rochester, MN (KROC-AM News) - The Rochester Police Department has issued two community notifications involving Level 3 predatory offenders who moved into the city on Monday.
38-year-old Joshua Lee Novak now resides in a housing facility on the Olmsted County Campus near the Rochester federal prison. He was just discharged from state prison after serving a 16 month sentence for violating his probation by failing to register as a predatory offender.
Rochester police say he has a history of engaging in sexual contact with unknown female teenagers. Court records show that includes a conviction for third-degree criminal sexual conduct in 2006 that eventually resulted in a 3 year prison sentence after repeated probation violations.

The other community notification involves 44-year-old Charles Wesley Jones, who also is known as Charles Stutz. Rochester Police say he moved into a residence in the 700 block of 13th Avenue Southeast after completing a sentence for a criminal offense in Indiana.
The notification says he has engaged in sexual contact against a known adult female by the use of force and taking advantage of her vulnerable state. He also has a history of sexual contact against known minor children.
