
Man Wanted Since 2023 Faces Rochester Sex Crime Charges
Rochester, MN (KROC-AM News) - An arrest warrant issued three years ago in a Rochester sexual assault case has finally brought the suspect back to Minnesota for prosecution.
Fugitive Returned to Rochester for Court Proceedings
Thirty-eight-year-old Phiktor Ajol Makuei appeared in Olmsted County will court today on felony charges of third- and fifth-degree criminal sexual conduct. He was ordered held on $100,000 bail.

Arrest Warrant Issued in 2023
Court documents indicate Olmsted County authorities issued an arrest warrant for the Lincoln, Nebraska, man in April 2023 after he failed to appear for an evidentiary hearing. He was recently taken into custody after authorities learned he was incarcerated at a facility in Nebraska, and he was returned to Rochester on Monday.
Court Documents Detail Assault Allegations
According to the criminal complaint filed against him in 2022, Makuei was accused of sexually assaulting a woman at a home in southeast Rochester on the night of December 15, 2022. The victim in the case alleged he engaged in nonconsensual sexual contact with her after he climbed into the bed where she was sleeping at the residence.

Next Court Appearance Scheduled for July
The court document says Rochester police later spoke with Makuei when he came to the Law Enforcement Center requesting assistance getting into the nearby warming center. The criminal complaint states that he acknowledged having sex with the victim but claimed it was consensual.
His next court appearance has been scheduled for late July.
