Rochester, MN (KROC-AM News) -- A Rochester man has been found not guilty by reason of mental illness for a violent outburst in Rochester last year.

Court records indicate that 51-year-old Layne Brett Busselman was charged with felony fourth-degree assault involving a police officer, first-degree damage to property, and two counts of misdemeanor assault following his arrest on June 22, 2024. The criminal complaint in the case indicates Rochester police responded that afternoon to reports of a man punching cars and swinging a guitar case at a woman's vehicle.

When officers arrived at the scene, the court document says Busselman was being restrained by a group of citizens and was "screaming that he was going to kill everyone." When the officer attempted to place him under arrest, Busselman resisted by rolling over onto his back and grabbing the officer's arm, resulting in significant bruising.

Following his arrest, officers spoke with witnesses who reported that Busselman was walking in traffic before jumping onto the hood of a woman's car, punching the windshield, and throwing a guitar case at the vehicle. He was also accused of punching two different men in the face and kicking another vehicle, leaving a large dent in the passenger door.

After hearing evidence during a court trial, an Olmsted County judge ruled there was sufficient evidence to prove the charges against Busselman, but he cannot be held criminally liable due to mental illness. The verdict also states that Busselman will now be subject to civil commitment proceedings.
