Officers arrested the suspected shooter after a police chase early Monday morning. The driver of the alleged fleeing vehicle was also arrested.

On Tuesday police identified the suspected gunman as 27-year-old Luke Benson Giwa and the fleeing suspect as 22-year-old Cabdulqaadir Axmed Ciise

Charges Reveal New Details in Shooting at Rooster's

Court documents say one of the victims spoke with police at the hospital. She stated that she was with family at the bar and restaurant and went to pick them up when she began speaking with a man later identified as Giwa.

The second victim saw the first victim talking with Giwa and went outside. Court documents say the victims and Giwa got into a confrontation and exchanged punches.

Giwa is alleged to have then taken out a gun and shooting it in a sweeping motion, the complaints say.

Camera footage taken of the parking lot includes audio of talking, screaming then gunfire. Three vehicles are seen leaving the business after the shooting, according to the charges.

The complaint says Rochester police pulled over the vehicle occupied by the victims. They gave officers Giwa’s description.

Complaint Describes Victims Wounds

The charges say the first victim suffered bullet graze marks on her ankle and upper leg.

The second victim had gunshot wounds to her abdomen and arm. She was unable to speak with police at the hospital, the complaint says.

Police Chase Followed Surveillance of Suspect's Residence

Following the shooting, officers began surveying Giwa’s residence. A Chevy Camaro with expired registration was seen leaving the residence.

The driver did not pull over when an officer initiated a traffic stop and instead shut off the vehicle’s lights. He was located a short time later and fled at speeds ranging from 40-70 mph in residential areas, court documents say.

Police eventually ended the chase by executing a successful pursuit intervention technique in the area of 55th St. and Fairway Dr. NW, causing the vehicle to enter the ditch.

Ciise, Giwa and a third person got out of the vehicle. The other passenger was detained then released.

Giwa is charged with two counts of second-degree assault, discharge of a firearm in a municipality and possession of a firearm as a person convicted of a violent crime.

Court records indicate Giwa was released from probation for a 2023 felony drug conviction and was also convicted of threats of violence in a 2019 shooting case.

Ciise is charged with felony fleeing.
