The criminal complaint, filed in Olmsted County Court on Tuesday, says the alleged theft scheme ran for about a year. All three of the defendants were employees of the business during the scheme.

Rochester police responded to the business, which is not disclosed in the complaint, in northwest Rochester in July on the report of a theft.

The officer learned that three employees had stolen a combined $45,720.00 from the business by skimming money nightly from the ATM deposit, the complaint says.

Investigators were shown records of the irregularities which indicated 53-year-old Timothy Donald Arnond, 35-year-old Pheerayout See and 38-year-old Ravuth Thorng were involved in the scheme, according to the court document.

Arnold was responsible for $37,020 in ATM inconsistencies. See and Thorng were blamed for inconsistent amounts of  $6,660 and $2,040 respectively, the complaint says.

Police were then told that Arnold would play the electronic pull tab gambling machines at the business without depositing money, the charges say.

See and Thorng told police they would take the ATM money to cover gambling shortages caused by Arnold, the court document says.

During a phone call with police Arnold admitted to fudging ATM receipts to cover shortages for the bar and electronic pull tabs but denied pocketing the money for personal gain and causing the electronic pull tab shortages, according to the complaint.
