That’s according to a criminal complaint filed in Olmsted County Court on Friday. The court document says Rochester police were conducting surveillance as part of an active drug sales investigation.
Police made the bust during a traffic stop.

The charges say officers observed suspected short-term drug transactions while conducting surveillance at the home of 55-year-old Paul Davis in northwest Rochester on October 2.
Investigators then saw Davis enter a vehicle being driven by a person who officers know to have a canceled driver's license. Police stopped the vehicle in the 600 block of Northern Hills Dr. NE.
While speaking with the vehicle’s occupants, officers noticed a tied-off baggie containing a white powdery substance in the center counsel, the complaint says.
A subsequent search of the vehicle led to the discovery of two baggies of methamphetamine in a backpack found in the vehicle, according to the court document.
The baggies weighed 28.8 grams and 3.7 grams. There was also a digital scale in the backpack, the charges say.
Davis is charged with one count of first-degree drug sales and a count of second-degree drug possession. He was released without bail following his first court appearance on Saturday and is due back in court next month.
