Rochester Police Update Locations on 2 Predatory Offenders
Rochester, MN (KROC-AM News)- Rochester Police have issued two community notifications regarding new locations for a pair of predatory offenders.
One of the notifications was issued Thursday afternoon and the other was released Friday morning. Thursday’s notification regards a level-three offender and Friday’s notification involves a level two offender.
The subject of the level two notification is identified as 39-year-old Matthew John Swartout. He’s set to be released from the Minnesota Sex Offender Program on Sunday and will be relocating to the 2100 block of Campus Dr. Southeast in Rochester.
His fact sheet indicates he has a history of engaging in sexual contact against known, male and female children as a juvenile. He was convicted as the result of an investigation by the Blue Earth County Sheriff’s Office.
The level-three offender in Thursday’s notification is identified as 35-year-old Matthew Ryan Judy. The notification indicates he is homeless in Rochester as of September 18.
Judy was released from Department of Corrections Custody in 2020. He has previously engaged in sexual contact against an unknown female teenager, the notification says.
He was convicted as the result of a Rochester Police Department investigation.
