Rochester, MN (KROC AM News) - A traffic stop made by Rochester police has reportedly created a lot of social media reaction.

The stop was based on an incident at Mac's Park Place campground near Lake Zumbro involving a gun. Wabasha County Sheriff's Office confirms they received a call for service Wednesday around 7:30 PM involving threats being made with a firearm and assault. Upon their arrival, two suspect vehicles had left the scene.

A Rochester Police Dept. spokesman says his department was contacted by the Wabasha County Sheriff’s Office around 8:00 PM Wednesday. Two vehicles that were involved in the incident were being sought and one of them, a gray Kia, was spotted a short while later by Rochester officers.

The spokesman says the officers stopped the vehicle in the River Center parking lot along N. Broadway near Silver Lake.

The spokesman says because they had been told a gun was involved, they made what’s known as a "high-risk" stop. That means the officers drew their weapons and ordered the four people in the car to get out. Three females and one male were taken into custody and later interviewed by Wabasha County investigators. The three females were released and the male was arrested.

The arrested individual has been identified as 24-year-old Yasin Nasir Muhidin and is being held on charges of Terroristic Threats-Cause or Attempt Cause Terror.

The gun believed to have been involved in the incident was later found along Highway 63 North just outside of Rochester. The Wabasha County Sheriff’s Office says it was an airsoft gun.

The now-deleted video posted to Facebook shows Rochester police ordering two individuals out of a vehicle.

UPDATE: The City of Rochester issued a response to the incident Thursday afternoon, explaining the actions of officers during the high-risk traffic stop:

Rochester Police Officers located the gray Kia in the city of Rochester, and conducted a high-risk traffic stop in the area of 16 St NE and North Broadway Avenue.  High-risk traffic stops are used to ensure the safety of the occupants, the officers involved in the stop, and the people in the area where the stop occurred. High-risk stops are a common tactic utilized by law enforcement to safely detain the individuals involved.   Officers are needed to watch both sides of the vehicle, and additional officers are needed to make contact with the occupants to safely detain them away from the vehicle.  There are many areas within a vehicle that officers cannot see during a traffic stop, having additional officers on scene allows additional views of the vehicle.  Being able to have a better view of the vehicle increases the safety of everyone and decreases the chances that mistakes will be made.  As part of this standard procedure, some officers have no weapons, some have less lethal, some have handguns, and some have rifles.  This is done for the safety of the officers, occupants and bystanders.

While these are facts related to this case, we recognize and respect the concern in the community stemming from video taken during this interaction. We want to state that we are committed to developing solutions with the community. This includes developing solutions that fit who we are, as a community, and what law enforcement should do, including what it means to protect and serve.
