The criminal complaint, filed Wednesday in Olmsted County Court, says the charges stem from a traffic stop that occurred in downtown Rochester on Monday evening.

The court document says a Rochester Police Officer on routine patrol stopped a vehicle driven by 44-year-old Jose David Talamantes of Rochester after seeing him driving at the intersection of 2nd St. and 3rd Ave. Southeast near the Mayo Civic Center, the complaint says.

The officer reported Talamantes was displaying signs that indicated impairment, prompting the officer to order him out of the vehicle to conduct a sobriety test. The charges say Talamantes failed the test and was arrested on suspicion of driving under the influence of a controlled substance.

A search of Talamantes incident to arrest led to the discovery of a cigarette pack containing suspected methamphetamine weighing 12.3 grams with packaging, a meth pipe and several lighters, the complaint says.

Talamantes was arranged Wednesday on a felony third-degree drug possession charge. His bail was set at $50,000 without conditions.

Earlier this month Talamantes entered not guilty pleas to charges of first-degree drug sales and drug possession after being charged with the crimes this past fall

The criminal complaint in that case says Olmsted County Sheriff’s Office deputies found a fanny pack containing 396.5 grams of a substance that later tested positive for methamphetamine in a vehicle during a traffic stop in northeast Rochester.

Deputies also found four cellphones in the vehicle and $1,027 in cash on Talamantes’s person. Talamantes was released without bail in that case and the next hearing in the 2023 meth bust has not yet been scheduled.

Court records indicate Talamantes was convicted of felony second-degree drug possession in Olmsted County in 2015. He is due back in court for the new drug case later this month.
