The recommended levy of $53.5 million is about $100,000 higher than an earlier proposal.

City Administrator Steve Kvenvold says the City Council decided to add two more patrol officers to the Police Department next year and the extra $100,000 will cover part of the cost.

The Council is also expected to act on a request from the Rochesterfest organization to make electrical upgrades at Soldiers Field where the event is expected to be held next year. The estimated cost of the upgrades is $65,000.

Also on tonight’s agenda is a recommendation to establish a franchise agreement involving Minnesota Energy, the supplier of natural gas to  residential and commercial customers in the city. If approved, customers can expect to see the fee on their bills. Under the proposal, the monthly fee will be $1 for residential customers and $2 for all others.

The fee is expected to generate around $500,000 in new annual revenue for the city.
