The criminal complaint filed in Olmsted County Court Wednesday says the driver accused of causing the crash was under the influence of alcohol. Two vehicles were involved in the collision that happened on October 13.

The crash occurred at the intersection of West River Parkway and 9th Ave. Northwest where a vehicle driven by 30-year-old Megan Rae Bell pulled out in front of traffic and collided with another vehicle occupied by two people, the complaint says.

One of the occupants in the vehicle struck by Bell’s vehicle complained of neck pain and the other occupant reported what is described in the court document of extreme side pain suffered when they slammed into the center council as a result of the collision, the charges say.

The court document says Rochester Police officers who responded to the crash suspected Bell of being under the influence of alcohol and ran her through field sobriety testing. Bell was then arrested and taken to the Olmsted County Jail where she consented to a blood draw.

The sample was sent to the Minnesota BCA Crime Lab and the results returned to investigators measured her blood alcohol concentration at 0.21, according to the complaint. Bell was charged Wednesday with four gross misdemeanor criminal vehicular operation counts and two gross misdemeanor DWI counts.
